Yes, that is true. There are what are called refundable credits, which are credits that create a refund in excess of what tax you owe, if any. Examples are the additional child tax credit and earned income credit. The additional child tax credit kicks in with certain circumstances such as not getting the full amount of the normal child tax credit. The earned income credit has eligibility requirements and has a lot to do with income levels and qualifying children.
As far as getting something for nothing, I believe that is the intent of the tax policy as help for people in those situations.
